Program Eligibility

For Employers: To be eligible, an employer must:

  • Contribute at least half of the eligible training costs in cash (unless they are a small employer with fewer than 100 employees).
  • Employ the individual selected for training.
  • Be licensed to operate in Ontario.
  • Apply for training delivered in Ontario and related to a job in Ontario.
  • Comply with the Occupational Health and Safety Act and the Employment Standards Act.
  • Maintain appropriate Workplace Safety and Insurance Board or private workplace safety insurance coverage.
  • Have adequate third-party general liability insurance.
  • Comply with all applicable federal and provincial human rights legislation, regulations, and standards.

Ineligible Employers:

  • Federal, provincial, or municipal governments and/or agencies.
  • Broader public sector organizations as defined by the Broader Public Sector Accountability Act.
  • COJG Service Providers.
  • Employers currently receive other government funds for the same skills training for the same individual.
  • Employers use training participants to displace existing staff or replace staff on lay-off.
  • Employers are applying for funding for training that has already started.
  • Employers compel individual participants to pay any part of the employer’s COJG contribution related to training.

COJG Program Description

The COJG offers direct financial support to individual employers who want to purchase training for their workforce. Employers can choose the individuals they want to train and select the training that meets their specific workforce development needs.

The grant is delivered through cost-sharing agreements between individual employers and the government.

Cost-Sharing Agreements:

Pay at least 50% of direct training costs. The government covers the remaining 50%, up to $10,000 per trainee.

Large Employers (100 or more employees):

Contribute 1/6 of eligible training costs. Small employers training and hiring unemployed individuals may be eligible for 100% funding and up to $15,000 per trainee.

Small Employers (fewer than 100 employees):

Applications with “New Hire” trainees will be automatically assessed for 100% funding.

New Hire Trainees:

Up to $500 per trainee for textbooks, software, and other training materials.

Support for Training Materials:

Travel costs are up to $500 per trainee if the distance travelled is greater than 24 km each way. This is supported according to the employer’s travel cost policy, up to the maximum.

Travel Costs:

For Individuals:

To participate in training funded through COJG, individuals must:

  • Be Ontario residents and Canadian citizens, permanent residents, or protected persons.
  • Be identified by their employer (if employed).
  • Be sponsored by an employer, demonstrated through a permanent or conditional offer of employment (if unemployed).
  • Not be participating in full-time training, education, or any other government training intervention offering funding support for the same tuition, books, or other training-related costs.
  • Not be majority shareholders.

Training Eligibility

Training must be directly related to the skills needs identified by the employer and can be provided by:

  • Colleges of Applied Arts and Technology.
  • Publicly assisted universities.
  • Publicly assisted Indigenous Institutes.
  • School boards.
  • Private trainers operating in compliance with the Private Career Colleges Act, 2005.
  • Union-based training centres.
  • Product vendors (eligible product vendor training).

Ineligible Training Programs:

  • Training required by law.
  • Training for business owners or individuals with a controlling interest in corporations.
  • Executive training courses (MBA, CFA).
  • Preparatory training courses (LSAT, MCAT, GMAT).
  • Business consulting services.
  • Conferences.
  • Membership fees, subscription fees, annual fees, and professional association fees.
